The three groups of staff from education, health and other departments that are participating in the non-violent Civil Disobedience Movement in Mon State  formed Mon State CDM Civil Servants Council (CCSC-MON) on December 1. 

According to the need to form a separate organization during the Spring Revolution, the formation of an organization to represent the CDM civil servants in Mon State is also organized to implement three objectives.

These are to let CDMs from various departments to be able to participate more widely, to develop interim staffing mechanisms and policies, and to ensure the emergence of skillful staff mechanism.
