Sagaing Federal Unit Interim Constitution: Second Draft Completed
On February 1, the Sagaing Federal Unit Hluttaw announced that, after studying the recommendations, analyses, and discussions from the factions within the Sagaing Federal Unit, the draft of the Constitution for the interim period of the Sagaing Federal Unit (Second Draft) had been completed.
The first draft was created on October 25, 2024, and it was then revised based on feedback from domestic and international experts, private individuals, factions, and organizations within the union and the federal units.
The second draft consists of 18 chapters, covering fundamental principles, fundamental rights, responsibilities, and duties; the structure of the Sagaing Federal Unit; law-making, governance, and responsibilities of the government; auditing; judicial processes; defense and security; finance and taxation; ethnic affairs; humanitarian efforts and reconstruction; education, health, and social welfare; electoral provisions; transitional provisions; amendments to the constitution; and general provisions. It also defines the areas where the Sagaing Federal Unit has the authority to enact laws.
To further improve the second draft, the individuals, factions, and organizations have been urged to review and submit additional feedback and suggestions within a month.
