Karenni State Consultative Council
The Karenni State Consultative Council (KSCC) was established on April 9, 2021. It was joined by the 2020 elected MPs of Karenni State from the 2020 election, political parties, ethnic armed resistance organizations, civil society organizations, youth and women's organizations, and professionals from various disciplines.
KSCC's goal is to enhance connections among the forces in Karenni State, foster unity, and identify common ground in the political objectives of Karenni State. This includes the transitional period spanning from the current revolutionary phase to the construction of a federal democratic union.
The inaugural KSCC conference took place on January 17, 2023. Representatives from six distinct forces, including the Karenni National Progressive Party, Karenni State Interim Legislative Body, Karenni Women's Force, Union of Karenni State Youth, Karen State Civil Societies, and the Karenni National Defense Force, attended. During this conference, they elected and approved 11 State Consultative Council members and 7 members of the KSCC's Executive Committee through a secret ballot.
The four principal political objectives of KSCC are as follows: 1. The cessation of military dictatorship and all forms of tyranny. 2. The annulment of the 2008 constitution and the pursuit of national equality. 3. The establishment of a federal democratic constitution that fully guarantees justice and the right to self-determination. 4. The full practice of self-determination in Karenni State. The Karenni National Defense Force (KNDF) was founded on May 21, 2021. Currently, it comprises 22 battalions and 6 military commands, actively engaging in defense activities across Karenni State. Under the guidance of KSCC, the Karenni State Police (KSP) was established on September 25, 2021, which has set up 12 police stations within Karenni territories.
The Karenni State Humanitarian Committee works to provide basic food items, document information about people displaced by war, and offer counseling support for those fleeing conflict. A CDM Committee was established on October 23 to foster connections between CDMers and NGOs, international NGOs, and the NUG, aiming to support CDMers or create employment opportunities for them. The Karenni State Education Committee and Karenni State Health Committee, established in August 2021, provide education and health services in Karenni State.
On April 14, 2021, the Karenni State Consultative Council Technical Secretariat was formed to aid KSCC in its proceedings, implement strategies, and facilitate meetings. KSCC's strategies include reinforcing its activities, developing alliances, exercising the right to self-determination, enhancing Karenni State's security measures, and promoting a true federal union. Efforts are ongoing to finalize the formation of the Interim Executive Council.
Karenni State Consultative Council published a two-part document: "Declaration of Federal Union and Federal Charter" (Part 1) and "Interim Constitutional Arrangements" (Part 2), available in Kayaw language, Manu Manor (Kawyaw) language, Gebar language, and Kayan language.
The council continuously disseminates information about the challenges faced by conflict-affected people in Karenni State, crimes against humanity committed by the military council, health service provisions, education matters, security notices, and partnerships.
The Interim Executive Council of Karenni State (IEC) was established on June 6, 2023. KSCC is a member organization of the National Unity Consultative Council (NUCC).
