On January 10, the Palaung State Liberation Front (PSLF/TNLA) announced that it will work to establish as quickly as possible a people's government in which local residents can take part, to lead and administer accountably the security, rule of law, education, health and social development of the areas where the Ta'ang army is based, including the 12 towns captured during Operation 1027.

The statement was issued in four languages, Burmese, Ta'ang, English and Chinese, after the PSLF's annual conference held from January 3 to 7 with a total of 173 participants, including Central Committee members, alternate Central Committee members, department heads, commanders, district heads and invited guests.

The statement said it was agreed to expand the Ta'ang army to nine brigades and to reorganize five districts covering 18 towns for administrative work. It also said that the common enemy, the SAC Myanmar military council, is suffering a historic series of defeats, and that this is the time for all ethnic armed forces and Spring Revolution forces to struggle together and raise the revolution's momentum to its highest point.

During Operation 1027, the PSLF/TNLA captured the towns of Mong Long, Namhsan, Namhkam, Mantong, Nammatu, Mong Ngaw, Kutkai, Nawnghkio, Mogoke, Momeik, Kyaukme and Hsipaw.
