United Wa State Party
On April 17, 1989, the Wa force led by Wa leaders Kyauk Nyi Lai and Pauk You Chang mutinied and broke away from the Communist Party of Burma, standing as the United Wa State Party/United Wa State Army.
Within the Wa Self-Administered Division under the 2008 Constitution, the government and military control only part of Hopang and part of Mongmao Township, while all other territory is under UWSA administration. Its estimated strength is 30,000 or more. It signed a ceasefire agreement with the military government on May 18, 1989, a state-level peace agreement on September 6, 2011, and a union-level peace agreement on December 25, 2011.
Under the Wa State People's Government there are departments for administration, the judiciary, health, education, news media, construction, agriculture, irrigation and farmland, forestry, mining, religious affairs, and a police department responsible for local rule of law.
The UWSP chairs the Federal Political Negotiation and Consultative Committee (FPNCC).
The statement from the FPNCC working meeting held in Pangkham on March 16, 2023, regarding Myanmar's internal affairs, stated that minority ethnic groups in their border areas believe they must build comprehensive peace with the Burman heartland and establish a federal democratic union, and that this idea must be implemented by relying only on the strength and capabilities of the minority ethnic groups themselves; the statement was issued accordingly.
Although there are military frictions between the UWSA and the military, the UWSA has accepted the military council's invitations to political talks and has gone to Naypyitaw for meetings.
