The Interim Executive Council of Karenni State (IEC) was formed on June 6, 2023, with five objectives, under the political leadership and policy guidance of the Karenni State Consultative Council (KSCC).

The KSCC was formed on April 9, 2021, bringing together the state's 2020-elected representatives, political parties, ethnic armed revolutionary organizations, civil society organizations, youth and women's organizations, and intellectuals.
At its initial formation, the IEC was led by Khu Oo Reh (Chair), Khun Bee Htoo (Vice-Chair), Khu Plu Reh (General Secretary), Zu Padomma (Secretary 1), Banya Khun Aung (Secretary 2) and Maw Pho Mya (Treasurer).
During the interim (revolutionary) period, it aims to begin and put into practice its own self-administration system until a federal union can be built[2], out of the need to protect the lives, homes and survival of the Karenni people, respond in a timely way to the people's emergency needs, build security and the rule of law, and implement public services.
The IEC has stated[3] its objectives as (1) carrying out interim state government administration through collective leadership; (2) working toward state stability and peace by balancing the legislative, executive and judicial sectors; and (3) cooperating practically with the various forces in the state.
It announced that more than 50 revolutionary organizations, political parties, state and regional consultative councils, civil society organizations and members of the international community welcomed its official formation.
When the IEC was formed, it aimed to have at least 12 state departments. On September 7, it formed the departments of home affairs, education, health, humanitarian affairs and resettlement, planning/finance and revenue, and appointed department heads and deputy heads. On October 18, it formed and staffed the Department of Women and Children's Affairs.
On November 29, the IEC formed the Department of Justice and appointed a department head and three deputy heads. For judicial work, the IEC had the Karenni State Police Department Law enacted through the interim parliament on December 5. Under the law, the head of the department is the state police chief, appointed by the IEC. On the same day, the "Karenni State Interim Judiciary Law"[4] was also enacted.
On December 11, the IEC issued "Defection Measures"[5] and had Council Vice-Chair Khun Bee Htoo lead the "Defection Measures Supervisory Committee". It announced that soldiers who wish to defect and stand with the people would be guaranteed their rank, dignity and safety if they surrender to the IEC.
Continuing to form departments as originally planned, on February 12, 2024, the IEC formed the Department of Commerce, Investment and Transport and Communications, appointing as its head U L Phaung Sho[6], former Kayah State chief minister under the National League for Democracy (NLD) government. He is also a member of the Karenni State Interim Parliament.
On January 24, it went on to appoint state judges to the State High Court.[7]

The Interim Executive Council of Karenni State announced on September 4, with announcement number (3/2024), that four sectors such as drugs issues, businesses that were not incompatible with revolution and morality, illegal arms trade and trafficking, and land-based and online gambling business would be banned in a law enforcement initiative in collaboration with Karenni State Revolutionary Forces (Chief of Staff group) to ensure a safe and equitable life in Karenni State.

On August 24, the Karenni State Interim Parliament (KSIP) which was transformed from the Interim Legislative Committee, released an annual report of its operation.
