Pa-O National Federal Council (PNFC) was established in on December 11 2021, by the Pa-O National Federal Conference. The council consists of 15 members, led by the Chairperson, Khun Myint Tun.

Under PNFC's political leadership, there are two Pa-O People's Defense Forces (Kham Koung) and Kham Dom. PNFC drafted the military constitution, established military departments, and organized the military command into three divisions: Pa-O National Defense Force-Kham Dom (Division-1), Pa-O National Defense Force: Kham Dom (Division-2), and Pa-O National Defense Force: Kham Koung (Division-3). PNDF-Kham Dom operates in KNU’s Thaton district, as an alliance member of Brigade (1) of KNU.

PNFC is composed of Pa-O nationals in Southern Shan State and flat areas such as Mon State, Bago Region, Karen State, in addition to diaspora Pa-O and Pa-O ethnic forces and youth involved in the movement against dictatorship. This structure comprises five pillars, including the Pao Youth Force, while the specifics the pillars are unspecified for security reasons.

In response to civilian violations, PNFC has issued international appeals. Moreover, in collaboration with NUG and KSCC, PNFC has jointly released statements about the tragic massacre of 22 people from Namnain village in Pin Laung Township, which was perpetrated by the terrorist military group.

Additionally, a Pa-O National Federal Council-CDM has been established. PNFC, in partnership with NUG-MoE, is conducting the "PNFC Free Interim Online School of Constitution". Furthermore, PNFC engages in the sale of treasury bonds and EOD shares in collaboration with NUG and is also involved in the NUGPay mobile wallet project.

PNFC is a member organization in the National Unity Consultative Council, (NUCC).
