To finally end the conflicts and root problems in the union and to enable all ethnic peoples to take part together, the committee has set as its programme ending dictatorship, bringing about a federal democratic union constitution, and firmly building a federal democratic union that guarantees democracy and basic human rights.

To implement this, on October 9 it formed the PRCF Working Committee with nine representatives and one technical support member. The committee's duties are relations with partner organizations inside and outside the country, discussing and inviting partner organizations to join the PRCF, working toward a PRCF Coordination Body, and raising public awareness of the PRCF. On November 13, it formed the PRCF Foreign Affairs Committee and approved basic principles for international relations (https://www.facebook.com/photo/?fbid=122126615972129737&set=a.122126523026129737).

On March 12, 2022, it formed the Federal Union Constitution (Draft) Drafting Committee with seven representatives and five technical support members. It decided that the committee would draft mainly on the basis of the vision, values, guidelines and basic principles in the PRCF Working Document approved by the PRCF and the basic principles for building a federal union in the Federal Democracy Charter (FDC), with reference to constitutions jointly drafted by many ethnic groups: the Constitution of the Federal Republic of the Union of Myanmar (Second Draft) (https://mofua.nugmyanmar.org/uploads/publications/2jIDABVh7NsyZ7GPyqIHsbZPz99cRueUFKuLUb0J.pdf) drafted by the Federal Constitution Drafting and Coordinating Committee (FCDCC), and the drafts by the Coordinating Committee for the Constitution of the Future Federal Union (CCCFU), formed jointly by the UNA and partner organizations.

It discussed and approved the first draft on June 18, 2022, the second draft on July 23, and the approved draft on September 3.

At an in-person PRCF plenary meeting in November 2023, it expanded the working, drafting and international relations committees, and, as the approved draft needed no amendments, decided to finalize it in January 2024. The drafting committee submitted it to the working committee on January 26, and at a special plenary meeting on February 3, the PRCF Constitution (Final Draft) was approved without objection. On February 12, it issued the PRCF Federal Democratic Union Constitution (https://drive.google.com/file/d/1OxiX3mRp2TjFlDKCiDppZzGouUTlx8yc/view?fbclid=IwAR1_KtjrxteIQj-QMeLSMOCmUXWP9saGOqzHrUOhmQROzDfNK5-T9-1CaDU)  . It also declared that the issued constitution will be treated as a law that can be amended.

The PRCF constitution sets the union's values as "(a) democratic rights, gender equality and basic human rights; (b) equality and self-determination; (c) collective leadership; (d) accepting diversity, harmony, unity and non-discrimination; and (e) protecting minority rights".
