The Interim Karenni State Administration Council - IEC announced on December 11 a reform plan that not only assures life insurance but also the opportunity to resume national defense duties for the military units and battalions under the control of the extremist military group stationed in the Karenni State.

This was announced to reduce the damage to the dignity and the position of military personnel, and to cooperate in re-stabilizing the country and building a federal democratic union without bloodshed. In order to manage defections, the IEC established a five-member of "Defection Planning and Management Committee" to ensure the right to life of defectors, the right to live in a safe place, the right to return to duty, the right to entitle to get rewards and support under CDM policies, and the right to establish a free social life, including the right to communicate with family,are also guaranteed.
